Submitting transactions directly to TPU leader via QUIC client

Hey,

Would you consider adding support to submit transactions/instructions directly to the current TPU leaders via a QUIC client ?

I can take a first pass at an implementation and open a PR if that is something you'd consider.

@ares-b This feature appears to target users with validator nodes. You’re welcome to submit a PR, but we’ll need to check first if it significantly affects the current code architecture.
