[docs] Gitignore Alternative for Docs

Description

We don't want to .gitignore the docs/ directory because we want to be able to have all of the documents that we want on master. This said, we also don't want to include the reference documents on development. It would be great to have a script that runs on CI to verify that the appropriate documents are included or omitted on each branch.
