chore: clean up noisy logging on pairs refreshing

Description

Currently, logs are generated whenever the Pairs Manager queries the DB to check for pairs refreshing. Since timestamps are checked every minute, this creates unnecessary congestion. This change removes logs written when DB view reload is skipped.
