[Bug] Text at right edge can be concealed by unhidden scrollbar

Description When the Windows 10 setting "Automatically hide scroll bars in Windows" is turned off, the scrollbar can conceal up to about one column of text at the right edge. It doesn't always do this--it depends on the precision of your Notepads window's width. I've found it rather tricky to adjust the width in such a way that there is never any concealment of right edge text.

To Reproduce

  1. Ensure the Windows 10 setting "Automatically hide scroll bars in Windows" is off.
  2. Adjust the width of the Notepads window until it begins to conceal.

Expected Behavior Like in the vanilla version of notepad, the scrollbar should never conceal text. The scrollbar should have its own discrete section which text cannot run under.

This is a default behavior set by the internal system text control and I have not found a way to change unless making it always show by default. Not sure that's what user wanted as well.
