[Feature request] Port to WinAppSdk from UWP

Notepads UI is outdated now and doesn't blend well with Windows 11 design. Could you make a Windows 11 version for the same that works on both Win10 and Win11 using the more modern WinAppSdk?

Upgrading to WinAppSdk will break some of the exiting features related to theming so I haven't done any investments. Also, there will be zero feature improvements switching to WinAppSdk so I am not taking it as first priority.
