com.google.android.packageinstaller causes bootloop on Xiaomi 11T

Describe the issue Uninstalling com.google.android.packageinstaller seems to work at first (it shows as uninstalled in the list), but upon reboot, it's always back.

Tried disabling it via Settings>Clear and disable packages instead of uninstalling them, and that caused a bootloop (this was the only package I have disabled in this particular reboot attempt, so I know it's this one).
