chore: Bump to `[email protected]` and allow new exports

Resolves #26

Summary

This bumps us to 16.11.0

Set of changes

  • When an export name isn't present in all versions, but is in the latest version, we should allow it
  • Upgrade Rollup to latest and update config
  • Upgrade to 16.11.0

This is as of now untested
