Add fields to Allocation to support NFT

Changes to the allocation related to this issue 0chain/0chain#828 which is mainly to add the following field to Alloaction

  1. is_immutable (if not found)
  2. third_party_extendable
  3. file_options and account for them in the needed accessors/mutators of the allocation struct.
