[FEATURE] Add config

[Sriep]

1. Have an API call to allow users to read in a config file and return it to the user.
2. Add an extra parameter to API to pass a config file. The intention is to use one got from 1.
3. This will save having to reload the config file multiple times during zbox and zwallet commands that send multiple requests to gosdk.
