Title: Issues with Highlighting Party Members When They Have and AST Card


Description: When playing on AST, giving a card to a player should highlight the player in a yellow glow. 
Environment: Windows 10, FFXIVLauncher, latest Dalamud and JobBars versions

Steps to reproduce:
       * Switch to AST
       * Join a party
       * Set JobBars to Buffs being visible for AST and highlighting on Cards
       * Draw a card and apply it to a party member



Expected result: The player given the card would be highlighted

Actual result: It does not highlight party members. However, it does highlight the player themself if they give themself a card.

I've observed this problem too. In a related note, the Excogitation job gauge option also doesn't work, unless you use Excogitation only on yourself.
