Weird fill functionality when selected tiles array is bigger than 2x2

Describe the bug Seems like the fill algo is not ceasing at the top edge or something.

To Reproduce Steps to reproduce the behavior:

  1. Select a 3x3 tileset
  2. Fill tilemap
  3. Hey it's messed up
