Offer to switch to DM when appropriate

If someone types the name of a user into the "Topic" box in the compose box, we should offer to switch to composing a DM instead.

In particular, if there is a prefix match of at least N characters (N=4 to start with, but we may play with that), we should add a "Switch to DM to {user pill}" item to the typeahead. We can try putting it first after the exact match to what the user has typed so far.
