Show edit countdown if message editing is allowed

We could potentially show the edit countdown for a message in the footer or elsewhere.

For reference, the web app shows the edit countdown below the compose box.

As a v1 we could just show the time in the footer for a couple of seconds, and then we could build/improve from there. @zulipbot claim.
