Warn users if HOST_TOOLS_HOME is missing in a Zephyr SDK installation as this indicates an incomplete installation.

it has been decided to cleanup both Zephyr side and Zephyr SDK to be clearer that host tools are optional, and instead inform users whether host tools were found or not.
