Add personal access tokens in the pro ui

This issue is related to https://github.com/zenml-io/zenml/issues/3893 and https://github.com/zenml-io/zenml/issues/3894.

We need to add a tab to the user settings in the dashboard so they can add personal access tokens that live longer than the current API Tokens, which only last 1 hour. If I'm correct, @stefannica mentioned these are already in the backend and via CLI, but we still need to provide them in the dashboard.
