Rearrange Split View keyboard shortcuts don't work on existing split views

What happened?

Not sure if this is just outdated docs, but reading https://docs.zen-browser.app/user-manual/split-view#toggle-split-view-shortcuts, it says that you can rearrange the split layout using the Toggle Split View Horizontal/Vertical/Grid layout. However, this only works when initially creating the split view, nothing happens when attempting to do it on an existing split view

Note: I had to change the keyboard shortcuts because of #7976 and #8130, but i don't think that would cause this issue

The bug is still present in 1.12.9, but if managing your backlog means closing issues that you haven't gotten to yet, then go for it, i guess?
