This PR initializes a CLI interface.

This is like a proof of concept.

CLI options and arguments are necessary to discuss.

And setting up CI for using this CLI.

Yeah, except I don't want to install VS code on my build machines.

maybe the extension would need to be refactored to use an api or something. Then CLI could also use API
