How to connect to OCI Cloud Wallet

Summary of problem or feature request

Hi, how can I connect to Oracle Cloud Wallet? I was able to connect with regular oracle DB but this time I need to connect to Oracle Cloud. What I have is the username, password and the configuration file/zip.
