I faced the same error, need to replace "https://developer.intel.com/ipex-whl-stable-cpu" with redirected url “http://ec2-52-27-27-201.us-west-2.compute.amazonaws.com/ipex-release.php?device=cpu&repo=us&release=stable”. I doubt there is something wrong with url redirection. old url  replaced with redirected url ...
