@BM-BrunoMarques is correct. Please follow what he said and use Command Prompt to run the command, not from within the Python interpreter

It looks like this is a duplicate of https://github.com/xNul/palworld-host-save-fix/issues/26 so I'll close this issue. Please pay attention to that issue for any updates about the bug.

I'm glad you guys figured it out. I think it has to do with the the fix for the guild bug not applying correctly so I'm going to close this...

Anyone experiencing this error should reference @UlfMitHand's comment because they are correct, the file hasn't finished applying in the screenshot @Sylareh posted. If you wait for it to finish, hopefully...

That sounds exactly like the guild bug workaround I have in the README so I guess this is just the guild bug.
