Address `already running` on `box startup` and related issues

  1. Basically scripts called by scripts should present an expected set of output
  2. Mailhog is a box-global not project-specific container and we need to think about how we differentiate. (Maybe we don't solve this for 0.17.1 but we need to start thinking about it.)
