I don't think the Doxygen plugin will ever be fixed. The upstream repo hasn't had any commits for over a year, and no one is responding to issues and PRs: https://gitlab.com/ysb33rOrg/doxygen-gradle-plugin/-/commits/master?ref_type=heads

One path forward is committing our own Doxyfile and just downloading and running Doxygen ourselves.

After downloading the docs build artifacts (Actions run link, download link), it does look like doxygen is working properly.
