local declaration shadowing (4456) errors in boost headers

a bunch of boost headers raise 4456 errors, looks like it's mostly diagnostic_information.hpp that does it. We still want this check in noggit, so we'll need to somehow ignore boost if we enable it.

workaround: i've disabled this on the repository until we have a solution: df3a658c14e78f1b4c389a33f361a43c54157822
