@AnirudhPanda Use pull_request_target for PR events

I am experiencing the same issue. Using pull_request_target does not seem to trigger the message as pull_request did. Any suggestions on how to fix this?

I'm seeing this happen when opening PRs in draft mode. Does the action handle PRs in draft mode appropriately?
