Post/Page Options: Add option to enable or disable comments per post

It would be nice to have the option to enable or disable comments per post. (This feature was requested for the Android app but would also be nice in the iOS app.) Currently, the app only has a per-site discussion settings.

The Calypso editor has per-post discussion settings in the "More Options" section of the sidebar:

In 2185450-zen, a user was having a problem where new posts published with the iOS app had comments disabled by default even though Settings > Discussion > Close Commenting was Off for their site, and they commented about the support interaction that:

I will consider this a success if you can simply tell me how to manually enable comments.

We had to reply to them that they cannot use the app to enable comments per post but that they could still do that using a mobile web browser.
