feat: add Docker configuration with Object Storage support

@wessberg, I fix #4, fix #40 & fix #44 with these major changes:

  1. feat: add index.json API route
  2. feat: add Docker configuration files
  3. feat: add Object Storage configuration based on ~~JuiceFS~~ RClone
  4. feat: add GitHub actions configuration of Docker Compose deployment
  5. docs: add Docker deployment guide

which has been deployed successfully at https://polyfiller.kaiyuanshe.cn/ (first Polyfiller mirror for China mainland).
