The thing is that even if sometimes the cameras are accessible, the stream is not able to start itself. Also, apart from that Chrome has issues regarding autoplaying the iframe videos. It has some policy.

I faced the same problem when I connected my webcam to use Honorlock but its working again.

Solution might be:

On the right corner of your screen , right click on the volume icon and open sound settings.

check and see under manage sound devices if your device is showing and is enabled.
Another option can be to check and see in the chrome settings if you have disabled the use of camera and microphone for the website you are using.
