Does warcit capture .swf elements consistently?

I've used warcit to create .warcs from zipped folders of web documents (HTML, images etc.,). One uses a known web address and one uses localhost:8080. Both folders contain .swf files but only the warc with the full address has managed to capture the .swf elements successfully. Is this a known issue? Is there a way to consistently convert the .swf elements to 'replay' in the resulting .warc file?
