Metrics from build tags
This PR adds the capability extract metrics from build tags. In our case we use bazel and would like to have bazel cache hits as a metric, the solution we found was get this metrics from build log and add on build as tags. This is pretty useful for high specific cases of custom metrics, and as also I have included "info" tags that can be used to group builds in any way.
