QS tiles overlap whenever a QS tile is expanded

Some other bugs are: *Notification expand arrow is missing *"clear all" and dismiss icon also overlaps. *black line separating notifications (it wasn't that dark before)

Should be fixed with #886.

The notification expand arrow is back. And the clear all button and dismiss icon no longer overlap. But the QS tiles still overlap when I expand the Bluetooth tile. And the dark separator line is still between the notifications. QR is finally working though.
