setup SES as Resend fallback

as of writing this, resend has had a downtime of ~10-11 hours, and expected to be down for another 4-6 - this is incredibly detrimental - especially if this issue occurs within our production environments & traffic we experience, considering resend is just an SES wrapper w/ abstraction, we might aswell setup SES as a backup solution in the low case resend goes down
