[WIP] prepare for debian package

goal: Prepare debian package and include in next debian release #62

Done So Far:

• ./debian package dir is complete with rules, control, watch etc
• dpkg-buildpackage -b starts build & fails
• RFP on debian https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1093710

TODO

Deps

these will need packaging ( gh-make-golang) + submission before dive will be accepted.

• gotest.tools/v3 (gotest.tools in Debian)

Code

• address missing deps (some are not in debian packages)
• update copyright & upstream references to this repo

Process

• get a few users to test
• upload to mentors.debian.org
• find sponsor
• feedback / review from debian golang team
