Provide Last-Modified headers on more routes

I understand that the API provides Last-Modified headers on some routes; it would help with caching if it provided it on all of them (or at least, on more of them). The two that I have been hitting recently were specifications/<shortname>/versions and specifications/<shortname>/versions/deliverers
