Consider updating monitoring mechanism to use GitHub issues

Specs we monitor are tracked in monitor.json. Now that new specs get reported as issues, it would seem useful to keep those that need to enter a monitoring state as issues (with a label) that we may review periodically. Tooling would need to be adjusted accordingly...
