I do not consider "VoiceOver conveys incorrect information" to be a "severe" issue. So clarity needs to be defined on moderate vs severe.

@mcking65 Should we add definitions for Unexpected Behaviors to the glossary? For someone relying completely on a screen reader, conveying incorrect information does have a severe impact.
