Check if serving all CSS styles from external file will improve page speed results

What is the motivation for adding / enhancing this feature?

Currently, we're outputting all the styles (extracted from Vue components) in the HTML - which causes pretty huge HTML bundle (but also let us avoid additional network calls).

We could do a PoC of mini-css-extract-plugin and keep it as an option for the production mode compiles for users to just .. well uncomment in the webpack config or enable by VS configuration parameter
