Add Google Recommendations integration

What is the motivation for adding / enhancing this feature?

The feature request to add a Recommended products block based on the: https://cloud.google.com/recommendations-ai/docs/

What are the acceptance criteria

• [ ] RecommendedProducts smart commponent added to display the recommended products
• [ ] vue-storefront-api based product catalog integration with the Google API (to send out the catalog data)
• [ ] Vue Storefront integration - calling out Google APIs with what users are browsing, adding to the cart etc.

Can you complete this feature request by yourself?

• [x] This is a normal feature request. This should be available on https://test.storefrontcloud.io and then after tests this can be added to next Vue Storefront version. In this case Developer should create branch from develop branch and create Pull Request 2. Feature / Improvement back to develop.
