Completeness Check and Update of Volcano user documents

What would you like to be added:

1. Check the document integrity in the website and check whether all user documents in the Volcano repository have been synchronized to the website repository.
2. Synchronize user documents that are not synchronized to the website warehouse in a timely manner.
3. Newly added documents should be synchronized to the websit repository in real time.

Why is this needed:

1. The user manual of the volcano.sh homepage is optimized to provide more reference materials for users and improve the convenience of document search.

Agree with that. It would be nice to see the SIG-Doc to be created and continous work.

Thanks @wangyang0616 for initiating this, a relevant work is that for long term we would like to maintain all the user guide, user manual content in the website repo, thus we can set a plan to deprecate the old doc files in the main repo.
