Upgrade VCH

User should be able to upgrade their vch from the UI after vic has been updated (e.g 1.2.1 to 1.3.0). The vm endpoint would then be updated. This can likely be a single action (with confirmation dialog):

Per @lweitzman but still need mockup confirmation: "we could put an upgrade button next to the edit button under the configure tab in the general secondary nav"

This involves a lot more of rearchitecting the existing Getting Started page. Promoting to an Epic.

It looks like the linked mock-ups are related to VIC Upgrade, not VCH upgrade. I think we'll need a different set of mockups in order to properly decompose this Epic.
