This appears to be an issue with LibreTranslate translation engine itself, the behavior does not reproduce on DeepL enabled instances. Pasting this field into LT directly can demonstrate.

After the using accents it's able to function correctly. This appears to be a quirk about LT, and not a bug in Mastodon.

Disabled publish button still uses blue.

Closing as completed, as with the updated composer coming as part of 4.3 the state of the button is the same all the time.
