Progress meter incorrect if not opening at first chapter.

The course progress meter starts from 0 whichever page you start from in the course: If this is not the first page, the progress meter remains permanently shifted. I noticed this after completing the first three chapters, then returning to the fourth the next day:

I also experienced this issue.

One quick fix would be to modify the progress-meter component to simply use the active chapter number, instead of relying on cookies. (At the moment, it seems the cookies named completed-dashboard-app-chapters and last-completed-dashboard-app-chapter are being used as the source of truth.)
