conda-forge: Add package for scikit-commpy

Hi!

It would be great to see commpy being available in conda through the conda-forge channel. I'd like to add a package to conda-forge that requires commpy. Packages on conda-forge should only rely on packages there. The scikit-commpy on channel veeresht is hard to use as a dependency unfortunately. Also, I'd need a newer version.

I went ahead and created a conda-forge Pull Request for scikit-commpy. I'd like to add @veeresht and @BastienTr as recipe-maintainers there since you are listed as maintainers on PyPI. Would you be willing to appear there? I'd remove my name from the list if that bugs you.
