Is your feature request related to a problem? Please describe. At the moment sync up works only from a cold start (see here: https://github.com/valory-xyz/consensus-algorithms/pull/480#discussion_r809252749)

Describe the solution you'd like Consider how to detect need for syncing at arbitrary points during execution.
