Need to run on JRE 17 (link with classes compiled with JDK 17)

Describe the bug

The latest versions of the CDT for use in clair do not run on JRE11. If we want to support for the latest versions of C++, then Rascal has to link against clair's class files which have to link to eclipse's class files which are younger than level 11.
