TODO: remove need for `Require-Libraries` in RASCAL.MF

• this feature now floats on the lib scheme which is not easy to interpret due to possible ambiguity
• the same information is already encoded in the dependencies XML of the pom
• we already loop through all the jars of the pom dependencies while creating PathConfig instances, so this is not more expensive
