Add picow-keyboard project

Hey there! I have a project called picow-keyboard that I would think is a great fit for Up For Grabs. It's a small project that I use pretty frequently and is very handy, and I thought that before I would add anything else to it, I could open it up for contributors as a first step to reading other people's code and adding to it.

What makes this attractive to beginners? Well:

• Written in Python
• Only a single code file to worry about, about 200 lines
• What I think to be easy local-development steps, but please let me know if it's hard to follow.

I thought this would be a good fit for this site because a long time ago, I started off here and was very intimidated on almost every project I saw. I really feel like this would be a good project for beginners to easily add onto.
