Reproduction

1. Go to https://nitro.unjs.io/
2. Scroll and place any "features" on the top half of the screen. For example "Deploy Anywhere" from https://github.com/unjs/nitro/blob/011280178d59fa863b90d63f89f29beb47b520b7/docs/.config/docs.yaml
3. Place cursor on "Deploy Anywhere" and there's an shadow effect
4. Scroll the screen without moving cursor
5. The shadow (or highlight) flickers
