Add a `bin` directory

Feature Request

Add a bin directory for rarely used commands. If they can be standalone commands, that keeps them from adding to the size of .zshrc and making new sessions take longer to load.

Among other things, this will be used for tooling scripts needed by https://github.com/unixorn/zsh-quickstart-kit/issues/262
