Add expenses/invoices/fund policy

Subject of the feature

Add a new policy that describes where and how funds are allocated.

Problem

It is currently unclear how one could file expenses (e.g., trips), file invoices (like I’m doing), and how the fund is management (why am I currently invoicing the collective).

Expected behaviour

There should be some docs for this. Could be a separate file, or it could go somewhere in the readme maybe (for now?)

@wooorm I didn't find any documentation about how will maintainers and other code contributors will be inspired. And how are we calculated about scores via contributions.

I used to contribute @webpack project as outside contributors and got email from collective maintainers about my scores in a period, and then I could choose to be paid or get more voting rights.

It seems only a few people got invoices in past months, I'm confused about that do I have the same qualification to get the invoices? How much should I be paid or inspired?

Apologize for maybe ignoring existing documentations about them.

Contributing to unified projects, including as a maintainer, is a voluntary endeavour (it is unpaid). There are no scores. Contributing more doesn’t necessarily mean you get voting rights. Everybody (except for me) is doing this next to their day job.

I currently am paid for part-time project leadership.
