imho the numbers and punctuation exemplars should be derived from usage. Having to enter them now means its easy to add unnecessary items or encounter bugs in this process. My ideal workflow would be when someone adds a new character in the survey tool, there is a friendly popup "We don't recognize this character for your language, do you want to use it and add to the core character set for your language OR use a different character?"
That's kind of what the exemplar warnings are saying- though maybe the wording could be improved?
@srl295 can the auxiliary be supplemented by "áàăâåãāąə æ ðďđ cçćĉċč éèĕêëēęě ĝġģǵ ĥħ íìĭîïīĩį ĵ ķĸ ĺļľŀł ńņňʼnŋ óòŏôøōőɵ œ ŕŗř śŝš ß ţťŧ þ úùŭûũůűų wŵẁẃẅ x ýÿŷ źżž"?

Thats a lot of supplements. It can be, if you encounter all of those.

In fact, the most important thing is to use diacritics through the keyboard, conventionally on smartphones it is the system keyboard or Gboard, and for computers it is an auxiliary layout for all diacritics like ABC - Extended (in macOS). And the question is that is it necessary to add diacritics to auxiliary?
